CEO Report
From his report, Merkley noted Brookings Health System Foundation has been very busy with many events being held including the Team Isaac golf tournament, Harvest Table, Aiming to Inspire Health sporting clay shoot and the Super Hero 5K Fun Run and Walk. Funds raised from the 5K will be donated to the Kelly McGeough Foundation. In October, the United Way and Employee Giving Campaign will be held.


CFO Report
From his report, Lindemann stated DNFB (Discharged Not Final Billed) hit a low of eight (8) days when we had been averaging the low teens. In addition, an evaluation of credit card processing companies is taking place in hopes to find a vendor with lower fees.

Hillestad shared, two new physicians will be joining Brookings Health System Outreach Clinic. Dr. Mark Bubak, an Allergy specialist and Dr. Wilfredo Veloira, a Pediatric Pulmonologist and Sleep Medicine physician will begin seeing patients in September.

Board Committee Reports

Administrative Committee:
The Administrative Committee met on August 22, 2017. Topics of discussion included Brookings Health System Investment Authority, RCHD Program Final Rule, ACO/APM, State of SD Health Plan, Recruitment update and Foundation Director. There were no action items.

Building Committee:
The Building Committee met on August 22, 2017. Topics of discussion included the Hospital Expansion/Renovation, Yorkshire Eye & Dental Clinic and Ambulance Garage/Building. Members also toured accessible areas of the Hospital Renovation. There were no action items.

Finance Committee:
The Finance Committee met on August 24, 2017. The Committee reviewed and approved the July 2017 Financials, Adjustments and Payables. Other topics of discussion included Cash Management & Strategy Options, RCHD Program Update and Brookings Health System Investment Authority.

Quality Committee:
The Quality Committee met on August 22, 2017. Topics of discussion included Criteria Based Core Privileges, TB Control Plan Update and Brookings Health System Overall Rating. There were no action items.


OLD BUSINESS
Foundation Director
Merkley noted an offer has been extended to a potential candidate to fill the Foundation Director position. We are hopeful the position will be filled soon to allow time for training before Anderson departs.



Prairie Vista Care Organization - ACO
Merkley provided an update regarding the Accountable Care Organization (ACO) with Avera which was recently named the Prairie Vista Care Organization. Participation date is scheduled for January 1, 2018. There will be approximately 20,000 – 25,000 Medicare beneficiaries managed under the 2018 Track 1 ACO with several Participants (Participants are the separately identified providers by Tax ID number). Strategies for new sites in 2018 are currently being developed. ACO Governance will include quarterly board meetings, formal committees and community level engagement. Merkley has invited Avera representative to provide more information at the October board meeting.

Brookings Health System Investment Authority
Lindemann stated the Articles of incorporation have been drafted and are being reviewed. The next step is to select an investment manager to have in place by the end of the year. The selection will be based on responses to the RFP process that is being developed with collaboration from Dougherty & Associates.

Meditech 6x
Lindemann shared the agreement between Brookings Health System and Avera to host our Meditech 6x solution (EMR platform) has been signed. Avera will be assigning a Project Manager for the conversion. Implementation is planned for Spring of 2019. Other software products will be evaluated over the next year to determine which will work better for Brookings Health System that maybe separate and distinct from the Avera contract and support/maintenance.


NEW BUSINESS
Medical Staff Credentialing
A motion was made by Ellsworth, second by Peterson to approve the credentialing and re-credentialing as recommended by the Medical Executive Committee.

Action: All present voted yes; motion carried.

AHA Rural Health Care Leadership Conference
Merkley shared the 31st American Hospital Association (AHA) Rural Health Care Leadership Conference will be held February 4 – 7, 2018 and encouraged board members to attend if schedules allow. The conference provides very good information that focuses on board governance. Please contact Wiig if you are interested in attending.

Kids Rounding First
Merkley presented a photo from the Helping Kids Round First program. Brookings Health System donated several pieces of surplus medical equipment including a portable radiology unit which are being placed in health care facilities across Nicaragua (which is one of the poorest Latin American countries). Merkley added, Craig Severtson of Helping Kids Round First was nominated by Brookings Health System for SDAHO’s Healthcare Hero Award and will be recognized at the annual convention next month for going above and beyond in providing extraordinary patient/resident care.
