Merkley noted the article regarding Cyber security is interesting and timely as there was a “WannaCry” ransomware attack hit in healthcare involving the theft of patient data last year. Personal health information (PHI) is becoming especially lucrative for cyber criminals.

CNO Report
Hillestad noted, as of this month, it has been one year since the new hospital opened for business. Staff members continue to receive many compliments from patients, families and visitors on the new hospital and renovation. The “flex” patient rooms that were established as part of the new facility design plan have proven to be a great concept as they are frequently utilized by both Obstetrics and Inpatient Care depending on census.

6:00 p.m. - INVITED GUEST
Nathan Anderson, Director of IT for Brookings Health System was introduced and welcomed. Anderson presented important information on the healthcare industry cyber security topic. Statistics reveal there were 1, 293 U.S. data breaches in 2017, exposing more than 174M confidential records which is an increase of 21% over 2016. The medical/healthcare sector is the second largest target for a potential attack. Cyber-crime and ransomware costs are expected to quadruple by 2020. Anderson also shared an overview on results from an information security assessment prepared by FRSecure LLC. Overall, Brookings Health System scored 611.46 which is slightly better than the national average in similar sized organizations. Security initiatives have been developed to address areas of opportunity as well as staff education and training which are the first line of protection. The next security risk assessment for Brookings Health System will be held in Q3 2018.

Anderson was thanked for his presentation and he exited the meeting at 6:17 p.m.

Board Committee Reports
Finance Committee:
Finance Committee Chair, Peterson, provided a report; the Finance Committee met on February 22, 2018. The Committee reviewed and approved January 2018 Financials, Adjustments and Payables. Additional topics of discussion included an audit update and transfer of funds to the Investment Authority.

A motion was brought forward from the Finance Committee to approve the initial transfer of $20 million from the BHS operating account to the Brookings Health System Investment Authority.
The motion was seconded by Fahrenwald.

Action: All presented voted yes, motion carried.

OLD BUSINESS
AHA Rural Health Leadership Conference
Members who attended the AHA Rural Healthcare Leadership Conference (Davidson, Englund, and Peterson) provided feedback regarding their session experiences. Consensus amongst the group was the conference, overall, was very worthwhile. Presentations attended by members included topics on behavioral health, succession planning and the opioid crisis.

Englund exited the meeting at 6:35 p.m.

Prairie Vista Care Organization
Merkley informed members a conference call will be held next week as a follow up on progress of the Prairie Vista Care Organization (ACO). Merkley will ask Avera representatives to provide a midyear update to the Board in April or May.

Avera Rural Leadership Conference – March 15th
Merkley reminded members to let Wiig know if they have interest in attending the Avera Rural Leadership Conference on March 15th. The Chamber of Commerce and BEDC 2018 Annual Meeting is also scheduled for the evening of March 15th. There are six (6) tickets available with our membership for any board member who would like to attend the Chamber Annual Meeting.

Mako Robot
Merkley noted he is anticipating the arrival of Dr. Mark Mayer at the end of March. Community education and marketing of the Mako Robot will be taking place at various locations in Brookings shortly after his arrival.

NEW BUSINESS
Medical Staff Credentialing
A motion was made by, Fahrenwald, second by Davidson to approve the credentialing and re-credentialing as recommended by the Medical Executive Committee.

Action: All present voted yes; Ellsworth abstained. Motion carried.

Hospitalist 2017 Summary
An overview of the Hospitalist program was presented. Lindemann noted the financial impact of the program within the hospital reflects better than expected indirect revenues and expenses were in line with target. Hillestad noted, overall benefits of the program have been successful and include daily team planning to facilitate patient care, access to patients and families and timely responses. The program has not come without a few challenges including recruitment and internal process changes. Staff will be planning for the future and working on program improvement opportunities. Merkley noted, overall the hybrid hospitalist program proved to be successful for the first year. Adding, the program came in financially a little less loss than expected, activity increased in the facility and retention and satisfaction of our medical staff seems to be at a high level. We will continue to evaluate the program on an annual basis.
