INFORMATIONAL ITEMS
Articles of interest included “The Rise of House Calls”, Trustee; Social Determinants of Health: Stretching Health Care’s Job Description”, Managed Care; and “What does the Shulkin ouster mean for expansion VA Choice”, Modern Healthcare.

Merkley noted the article referencing Social Determinants of Health relates to what a health care system’s role is in the community they serve. Finding ways to address patients’ social needs is a growing concern every day that significantly impacts the cost of care and health of our community.

EDUCATION
Hospital Pricing & Payments
Merkley stated the topic of pricing and payments was suggested as an educational presentation to provide board members a better understanding of this complicated subject. Lindemann provided an overview of processes that take place at Brookings Health System. Lindemann noted that in many cases, we have no control over what we will get paid by certain payors – they set the payment amounts or some are mostly non-negotiable take it or go non-par options. In general, the goal is to set prices to cover costs, stay above fee schedules for plans that pay lessor of charge or fee schedule and to keep up with inflation. Pricing considerations take into account overall costs, fee schedules, supplies/drug costs and price sensitive services. Several factors make up payments made for services from Medicare and private insurers such as Blue Cross Blue Shield and the South Dakota State Health Plan. Medicare and other insurers assume we collect 100% of cost share; however this is not the case. In 2017, Brookings Health System wrote off $3.8M in bad debt and provided $600k in charity care assistance. Lindemann was thanked for providing insight on this complex topic.

CEO Report
Merkley noted Dr. Moriarty has successfully completed two (2) Mako robotic surgeries within the last week. Moriarty completed training and was credentialed for robotic surgeries as of early May. Dr. Mayer also has robotic surgeries scheduled for May. In addition, there were many requests for dermatology services to be provided in the Brookings community and with the addition of Paige Jones, PA we are now able to provide this service. Jones arrived earlier this month and has been very busy.

CFO Report
Lindemann stated Scooter’s Coffee shop is now set up for payroll deduction for both Brookings Health System and Avera employees utilizing their ID badges. Productivity and LEAN measures have been refined and will continue to be monitored on a monthly basis.

CNO Report
Hillestad shared on May 15th a multi-agency active shooter/killer exercise drill will be conducted at Brookings Health System. Brookings Health System will be testing mass casualty protocols and reactions in conjunction with the drill. To help be more prepared, staff are attending ALICE (Alert, Lockdown, Inform, Counter, Evacuate) training featuring Lt. Terry Coon from Brookings Police Department and Heather Coon, RN. The media has been informed this is just an exercise. Also, Brookings Health System is working with the Lake Area Technical Institute Paramedic Program under the Build Dakota Scholarship program to provide tuition assistance to a student in return for a post-employment commitment.

Administrative Committee:
Administrative Committee member Morgan provided a report; the Administrative Committee met on April 17, 2018. Topics of discussion included Northern Plains Health Network, Brookings Empowerment Project, Regal Building – Cardiac Rehab/Sports, City Ordinance, Board of Trustee Bylaws and Optometry. There were no action items.

Building Committee:
Building Committee Chair Englund provided a report; the Building Committee met on April 17, 2018. Topics of discussion included The Neighborhoods at Brookview Facility Assessment/Emergency Preparedness, Ambulance Garage/Building, 22nd Avenue Project and the Hospital Expansion/Renovation. There were no action items.

Finance Committee:
Finance Committee Chair Peterson provided a report; the Finance Committee met April 19, 2018. The committee reviewed and approved March Financials, Adjustments and Payables. Additional topics of discussion included BHS Investment Authority and Internal GASB Financial Statements. Peterson also reported on the Finance Committee meeting held in February.

Quality Committee:
Quality Committee Chair Ellsworth provided a report; the Quality Committee met on April 17, 2018. Topics of discussion included Hospital Readmission Reduction Program, Influenza Vaccine Report, 2017 TeamShare, HealthStream Voice of the Patient and Performance Improvement Projects. There were no action items.

OLD BUSINESS
BHS Investment Authority
Merkley shared a brief update on the Investment Authority performance noting the market fluctuations over the last few weeks.

Amended City Ordinance
Morgan noted an updated version of the City of Brookings city ordinance was received which included ADA standards per the City Clerk’s review. The first reading was completed on April 24 and the second reading will take place on May 8.

NEW BUSINESS
Medical Staff Credentialing
A motion was made by Ellsworth, second by Peterson to approve the credentialing and re-credentialing as recommended by the Medical Executive Committee.

Action: All present voted yes; Motion carried.

Recruitment
Merkley shared there was a great turnout for Dr. Rietz’s retirement reception last week. Recruitment efforts for his replacement as well as an emergency department provider are underway. We received noticed Dr. Jennifer Williamson will be leaving in July for another opportunity to tend to the healthcare needs of the underprivileged. Dr. Williamson’s practice will be absorbed by current providers within Avera Medical Group Brookings.
