Board members extended congratulations to Dr. Andrew Ellsworth for being chosen as the recipient of the 2019 Augustana University Horizon Award. The Horizon Award is given to recognize alumni who have demonstrated vocational achievement and have provided faithful service to their community and/or church. Congratulations were also given to Merkley and Brookings Health System’s Quality Director, Sandra Ruesch, for being recognized at the South Dakota Association of Healthcare Organizations Convention in September. Merkley received the American College of Healthcare Executives Senior-Level Healthcare Executive Regent’s award and Ruesch received the South Dakota Association for Healthcare Quality’s Quality Professional of the Year award.

Merkley commented the “Sanford neurosurgeon under federal investigation” article is interesting; Dr. Asfora has contacted Brookings Health System to request to practice here; we have declined. It was announced today Sanford Health agreed to pay approximately $20M to resolve the allegations stemming from a whistleblower lawsuit.

Merkley encouraged members to attend the SDAHO Legislative Forum on December 18th at the Brookings Public Library.

Operational
CEO Report
Merkley stated results from the Foundation’s Caring and Sharing and United Way Employee Giving Campaign appear they are exceeding previous years. Each October, we encourage all employees to support their peers through giving back to the Brookings Health System Foundation and/or United Way. One example of giving back is to our Employee Emergency Fund and several staff benefited from the Fund recently as many experienced a hardship due to flood damage to their homes.

CFO Report
Wagner commented on YTD Gross Revenue graphs included in her report; from the eight (8) departments noted, Brookings Health System is up $7.8M in gross revenue when comparing 2018 to 2019. Net Days in AR is higher than we like and in need of improvement; a written action plan is in process. Wagner also provided further explanation regarding Brookings Health System’s financial assistance program and our prompt pay discount adjustments.

CNO Report
Hillestad provided further information on Brookings Health System’s cardiopulmonary rehabilitation program. The program is administered by Brookings Health System and consists of four phases. Phase 1 is an inpatient program during hospitalization; Phase 2 is an outpatient exercise program at Brookings Health System; and Phases 3 and 4 are maintenance programs with less monitoring and take place at the SDSU Wellness Center. 357 patients were involved in the program in September which is an increase of 117 over September of 2018.

Board Committee Reports
Administrative Committee:
Committee member Wosje provided a report; the Administrative Committee met on October 22, 2019. Topics of discussion included Meditech Expanse, Board Member Reappointments, FY20 Capital Budget, Brookings Health System Bonus Plan, 2020 Proposed Meeting Dates and CEO Compensation Data Gathering. There were no action items.

Finance Committee:
Committee Chair Peterson provided a report; the Finance Committee met on October 24, 2019. The committee reviewed and approved the payables, financials and adjustments for September. Members also reviewed the proposed 2020 Capital Budget; total capital requests are set at $1.7M which includes $540k for Avera Hosted Meditech Expanse. Contingency items identified for equipment that may need to be replaced total $352k.

A motion was brought forward from the Finance Committee recommending approval for the FY20 Capital Budget as presented. The motion was seconded by Englund.

Quality Committee
Committee Chair Ellsworth provided a report; the Quality Committee met on October 22, 2019. Jason Hanssen, Administrator for The Neighborhoods at Brookview presented information on Quality Assessment Performance Improvement and results of the Annual Resident and Family Satisfaction Survey. Other topics of discussion included CMS Opioid Measures, Patient Satisfaction Vendor and The Neighborhoods at Brookings Health System Department of Health State Survey. There were no action items.


NEW BUSINESS
Medical Staff Credentialing
A motion was made by Ellsworth, seconded by Davidson to approve the credentialing and re-credentialing as recommended by the Medical Executive Committee.

AHA Rural Healthcare Leadership Conference – February 2-5, 2020
Merkley shared the 33rd Annual American Hospital Association (AHA) Rural Health Care Leadership Conference will be held February 2–5, 2020 and encouraged board members to attend if schedules allow. Registration is now open with the early bird discount deadline of December 13th. Please contact Wiig if you are interested in attending.

2020 Board and Committee Meeting Dates
Members reviewed and discussed the proposed 2020 Board and Committee meeting schedule options. The first option mirrors the current schedule with board meetings taking place on Monday’s and no meetings in the months of May and July. The second option is the same with the exception of the months November and December which proposes no meetings in November and hold December’s meetings earlier in the month to eliminate hectic schedules around the Thanksgiving and Christmas Holidays. Members liked the second option but will take formal action next month to approve next year’s meeting dates.

Physician Appreciation Event
The 5th Annual Physicians Appreciation event will be held on Wednesday, November 13th. Formal invitations have been mailed and all members were encouraged to attend if able. We will welcome new physicians, Dr. Mellema, Dr. Holmoe, and Dr. Abele.



Merkley noted, next month, Tim Rave, President & CEO of South Dakota Association of Healthcare Organizations (SDAHO) will present information on upcoming legislative topics.
