Mission Statement
It is the mission of the Community Development Department to protect and preserve the public health, safety and general welfare; and, to improve upon the quality of life for all of Brookings neighborhoods and businesses.
Vision Statement
Our Vision for Community Development is to help make the City of Brookings an attractive City to live in, raise a family in, work in, and do business in by providing professional services, working in an efficient manner, and providing excellent customer services.
Programs and Services
Community Development is responsible for planning and zoning, code enforcement, rental housing inspections, appeals to the board of adjustment, and tax increment financing. Community Development works closely with the Engineering Department to ensure compliance with City of Brookings building and development regulations.
Planning and Zoning
The Community Development Department is responsible for the coordination of the Vision 2020 Comprehensive Plan. The Comprehensive Plan is a compilation of land use policies which serves as a guide for making land use development decisions. The plan recognizes the physical, economic, and social aspects of the community and is used as a basis for the land use regulatory structure for the community.
The Community Development Department is primarily responsible for the review and management of new developments, subdivisions and redevelopment. The department coordinates the preparation of a comprehensive plan that lays out the city’s long-range plans for land use, transportation, parks and open space, housing, sanitary sewer, water and economic development. The department also provides information and assistance to residents, businesses and developers.
Within the context of the comprehensive plan, the department administers the city’s zoning and subdivision ordinances, which govern how property can be used and divided. The department makes recommendations to the Planning Commission and City Council on all land use issues. The department also acts as staff liaison to the Planning Commission, preparing their reports and minutes.
Housing Inspection Program
Each rental unit in the City of Brookings is inspected for fire safety codes, parking & zoning. Each unit is licensed by the city when compliance is met.
Code Enforcement
The Community Development Department investigates and enforces violations of the city's code of ordinances. Common code enforcement investigations include, but are not limited to:
Housing violations
Property use
Front yard and boulevard parking
Property maintenance complaints
Signage
Board of Adjustment
The Board of Adjustment has the authority to act on variances or special exceptions to the zoning ordinance. Four of the five members must vote in the affirmative for a motion to pass.
