PURPOSE:
The Airport budget is an enterprise fund that operates the Brookings
Municipal Airport.
Programs & Services
Day to day management and operation of the
airport is accomplished by the Airport Manager.
They provide for the following
• Safety inspections on a daily basis.
• Supervision of operations on the airport.
• General mowing and clean up including
weed control.
• Snow removal around buildings and
hangars
• Supervision of snow removal operations
and runway sanding.
• Supervision of farming operations
on the airport
Contracted services include the following
• Janitorial service for the terminal
building.
• Snow removal.
• Runway sanding.
CAPITAL IMPROVEMENT PROJECTS
• Designed and/or supervised by the
City Engineer's Office.
• Matching grants of 95% federal funds, 2% state funds, and 2% city funds are requested.
• Projects follow the Airport master Plan on file with the City Engineer.
GOALS
The major goal of the Airport Enterprise fund is to economically
provide a safe, first class airport for local residents and the
flying community. Recognizing that the airport is important as an
economic development tool, the Airport Board strives to keep a balance
amongst all of the various entities that use the airport. These
include pilots, fixed base operations, business travelers, pleasure
flyers and commercial air service.
EXPENDITURES
The airport has two major expenditure types.
We have the maintenance operations carried on generally by contracted
services. These are janitorial for the terminal, snow removal and
sanding by contractors and crack sealing on the runways and taxiways
by the Brookings Street Department. Then we have construction activities
for capital improvements.
SOURCE OF FUNDS
The airport is an enterprise fund that costs
more to operate than it brings in from rents and landing fees. Therefore,
it is necessary for a subsidy from the General Fund to be transferred
to the airport fund. In recent years, that subsidy has been approximately
$100,000 per year. Other income is from rent of farmland, landing
fees from the commercial air carrier, rent of land for hangar spaces,
terminal rent, and a flowage fee on each gallon of fuel sold at
the airport. Construction activities are financed with grants from
state and federal sources.
RELATIONSHIP TO CITY GOALS AND/OR MISSION STATEMENT
The airport is extremely important in fostering
a diverse economic base for the Brookings area. Many of the large
and small industries in the city would not have located here if
an airport were not available. The quality of life of the citizens
of the Brookings area is enhanced by the access they have to commercial,
charter or private air service.
HIGHLIGHTS OF CURRENT OPERATIONS
With the assistance from all city departments,
the City continues to manage the airport. In 2004, we started a
project to update the airport's master plan. The city will implement
projects pioritized in the master plan. We will receive 95% federal
funds and 2% state funds for these projects. The master plan was
finalized in 2005.

Since the 9-11-01 terrorist attacks, changes in security have instituted
at the airport. Armed security guards are on site when passengers
are embarking. Gates are kept closed and locked. The terminal building
is locked when unattended.
Brookings airport a very busy and vibrant airport, and continues
to serve our community well.
